Researchers from China will publish fewer articles and ensure that those articles they do write will appear in:

  1. domestic STM journals with international influence

  2. first and second quartile international journals

  3. leading domestic and international STM conferences

These policy changes are to be applauded, however, they will lead to another shake up of the STM industry in the West.
